Start with a one-page shipment brief
Before asking “How much is duty?”, describe what will cross the border. Send the broker the same list you send the supplier: full engine code, petrol or diesel, used or rebuilt condition, quantity, complete engine or partly stripped assembly, attached gearbox and separately packed accessories. Include export country, destination country, proposed port, final delivery city and any available evidence of origin.
A manufacturer’s name identifies a brand, not the actual country of origin. A country of dispatch identifies where the shipment leaves. Keep those fields separate and mark unsupported information “To confirm”. Do not describe reusable engines as scrap or invent an origin merely to complete a form.
Download the four-market broker brief (CSV). Each row records a question, responsible party, evidence and approval status. It is a working checklist, not an import permit.
Four markets: the answer your agent needs to put in writing
| Destination | Verified starting point | Ask about your actual shipment |
|---|---|---|
| Nigeria | SON distinguishes used goods from refurbished/re-engineered articles in its SONCAP guidance. A used-goods exclusion is not exemption from every control. SON FAQ | “We have used engines, with rebuilt items listed separately. Which SON route applies, and what must our bank and agent prepare for Form M / PAAR?” NCS procedure |
| Kenya | KRA’s origin notice lists used goods among categories that may be exempt from mandatory COO submission. Eligibility needs confirmation; it is not a blanket origin-document waiver. KRA notice | “Does this batch qualify for the stated exception? Which origin evidence and current KEBS route apply to standalone engines exported from China?” Keep that answer separate from complete-vehicle rules. KRA import guidance |
| Tanzania | TBS publishes product-scope lists and PVoC guidance. Match the goods and applicable route, rather than assuming rules for complete vehicles cover loose engines. TBS controls | “Which requirement applies to these descriptions and condition? Which evidence must exist before loading?” State domestic import or onward transit. TPA process |
| Ghana | GRA describes supporting documents and electronic declaration through ICUMS. The file needs to describe the actual goods consistently. GRA import procedure | “Which importer details, documents and approvals apply to our classification? Please review invoice and packing-list drafts before dispatch.” Port release process |
These are four document-review questions, not four duty quotations. Record the official basis, date and the agent’s shipment-specific response. A reply for one country cannot approve another country’s cargo.
A description that a broker can review
Illustrative specification, not stock or a customs classification: “Used Toyota 2NZ engine assemblies, quantity 10; full suffix and unit numbers to be confirmed; gearboxes excluded; accessories listed individually; exported from China; destination and supported origin to be confirmed.”
This is more useful than “10 Toyota engines”. It still needs technical confirmation and the broker’s classification review. Compare 2NZ references and 1NZ references separately. Do not let a quotation silently substitute one family for another.
If engines, gearboxes and loose parts share a shipment, keep a component schedule. The agent decides how to declare them; the supplier should not force everything onto one generic line merely because it fits one pallet.
Run a five-field reconciliation before dispatch
- Parties: buyer, legal importer, consignee and notify party are identified, with spellings agreed for transport documents.
- Goods: codes, condition and included components agree with accepted unit records.
- Quantity: distinguish engine count, package count and separately packed accessory count.
- Value: currency, invoice value and separately quoted freight/insurance are explained to the agent. Never understate values.
- Route: loading port, arrival port, final destination and domestic/transit arrangement agree across instructions.
Use a status beside each item: not requested, requested, draft reviewed, issued or agent accepted. A supplier’s photograph is product evidence; it does not replace an official certificate.
Compare destinations using the same cost boundary
Ask each agent for an itemised budget to the receiving warehouse: customs-assessed charges, broker fees, carrier/terminal charges, inspections where applicable and inland delivery. Ask which items are estimates, what the exchange-rate basis is and when the quote expires. Compare the scope, not just a headline percentage.
For Mombasa, Dar es Salaam, Tema or a Nigerian port, name the actual gateway instead of assuming the nearest one is the right clearance route. If goods continue to a landlocked country, have the broker explain the transit arrangement and final-country requirements separately. Do not pay a supplier deposit on the assumption that sea freight includes every destination cost.
Turn the review into a useful supplier enquiry
Send LSVANT your full codes, quantities, required components, country, port and WhatsApp number. Attach the broker’s outstanding questions so the supplier can provide the requested goods information. LSVANT, operated by Yuhuan Guanyu International Trade Co., Ltd., handles used-engine wholesale enquiries and confirms offered units and commercial scope. Your appointed destination professionals confirm classification, import eligibility and clearance.

Importer questions
Does a used engine automatically need no conformity documents?
No. The treatment depends on destination, classification and actual condition. Ask the competent authority or appointed agent to confirm the requirement for the shipment; a broad used-goods exception is not universal clearance.
Can a Toyota engine exported from China be declared Chinese-origin?
Brand and dispatch country do not establish origin. Use supportable origin information and the issuing route or exception accepted by the destination authority. Never guess to fill a field.
